A pseudo-referendum in Luhansk region will give a reason for mobilization in Russia. Serhiy Gaidai, the head of the regional military administration, believes so. According to him, the occupiers can hold a fake referendum and recognize the so-called results, according to which they all allegedly want to join the Russian Federation. And then, from the Kremlin's point of view, the de-occupation of the temporarily captured Luhansk region will be an alleged direct attack on the Russian Federation.
