My friend got a conscription notice. Mobilization in Russia.

It's not quite clear if mobilization is over in Russia. Some say the regions made their reports about mobilization results. However, Dmitry Peskov, the spokesman of the President of Russia said mobilization will be over when Putin will issue a respective decree.
