Russian President Putin has annexed four occupied territories in Ukraine after a referendum. However, “victory” in the occupied regions is likely to cost Putin billions as the West prepares to slap more sanctions on Moscow. Putin’s 2014 decision to annex Crimea reportedly cost the Kremlin $1 billion to $2.7 billion a year to restore infrastructure. However, experts estimate that Putin's annexation of the four Ukrainian regions will likely cost him much more.
