Why Russian Gravel Bridge At Kakhovka Is A Terrible Idea

Russia are trying desperately to open up a fixed crossway over dnieper river. Both to supply their troops but also for a possible retreat. Now as Ukraine has destroyed the bridge at Kakhovka hydroelectric power plant, Russia has built a gravel bridge to ensure a crossway over. But how could this just be a waste of resources?
