That means a federal regulator is taking control of one of the nation's critical refineries in the eastern town of Schwedt -- which is served by the Russian oil-pipeline Druzhba. The German-government said growing concerns from banks, insurers and suppliers about the refinery's future forced it to act now.
Berlin is vowing to find non-Russian sources of oil for the refinery.
